IRC QuoteBot (modified for PostgreSQL)
After seeing Painless' QuoteBot on NixHelp, I decided that I'd like to use this on the network I run, but as I prefer to use PostgresSQL and QuoteBot was written to use MySQL, I decided to make a few changes, and here they are :)
